Create local users in UMC

I'm deploying DCSAS 6.7 and we have to create users for accesing the UMC. The issue is that in our environment we don't have an Active Directory. Is there any way to create UMC users without an Active Directory? 

I've tried to use ApacheDS as Directory, but it doesn't work. Does anyone knows if we can use other directory instead of Active Directory?
